chore: ignore the issue store in this repository
`kettle init` adds this line itself. It is here because this repository now tracks its own issues with the binary it ships, which is the first real use of either. An `origin: local` issue is the only copy of that work, so what goes into a shared history is the operator's call rather than the tool's — the line is a default, not a rule, and dropping it is a legitimate choice.
